Perhaps you have walked past an open garage which was so cluttered with stuff the family couldn't match their car inside? Those are your potential customers. Cleaning out the garage is a chore no one appreciates (unless they are getting paid like you'll) so convincing individuals to hire you won't be that challenging - particularly if you are professional and considerate and your rates are reasonable.
Your startup costs will be minimal with this particular business - chances are you have most if not all of your supplies at home already. All you will need are a good push broom, some cleaning supplies and plenty of elbow grease.
To get customers, make some flyers up and go door-to-door all around your neighborhood. It may be intimidating in the beginning, but before long, you'll get your pitch down, and it's going to be well worth the effort.
